Based on the Federal Tax Authority's (FTA) service page as at October 2026, the FTA aims to review a complete Tax Residency Certificate application for an individual within 10 business days, and an electronic certificate can be downloaded once approved and paid for. A printed copy, if requested, takes about five further business days. The bigger timing issue is often when you can apply: you need to have already met a UAE residence test, and a certificate cannot cover a future period.
The FTA timeline
Applications are made online through the FTA's EmaraTax platform. According to the FTA's service page:
- The FTA reviews an application within 10 business days of receiving it complete.
- Once approved and the fees are paid, you download the electronic certificate.
- A hard copy, if requested, follows by courier about five business days after payment.
If the FTA asks for more information, expect the timeline to run from when you provide it. Allow longer around busy periods and public holidays. These are FTA service standards, not guarantees.
When you can apply
A certificate covers a 12-month period, either a tax period or another 12-month period you select. The FTA says it cannot be issued for a future period (one that has not started) or for more than 12 months. Individuals can apply as soon as they meet the criteria to be UAE tax resident.
Under Cabinet Decision No. 85 of 2022, effective from 1 March 2023, an individual is generally UAE tax resident if any of these apply:
- They were in the UAE for 183 days or more in a 12-month period.
- They were in the UAE for 90 days or more in a 12-month period, are a UAE or GCC national or hold a valid UAE residence permit, and either have a permanent residence in the UAE or work or run a business there.
- Their usual or main place of residence and the centre of their financial and personal interests are in the UAE.
Documents that speed things up
The documents depend on which test you rely on. The FTA lists:
- Emirates ID and/or passport
- An official entry and exit report showing your days in the UAE
- For the 90-day test, evidence of employment, business or permanent residence in the UAE
- For the centre of interests test, evidence of your usual residence, financial and personal interests and sources of income
You also choose whether the certificate is for a specific double tax agreement, in which case you select the country, or for domestic purposes. Getting this right first time avoids a second application.
Fees
As listed by the FTA in October 2026, there is a submission fee of AED 50. For an individual, the electronic certificate is AED 1,000 without a Corporate Tax registration number, or AED 500 with one. Each printed copy is AED 250. Fees are paid before the certificate is issued and may change, so check the FTA page before applying.
Illustrative example
Illustrative example only, not a real client.
Mark moved to Dubai on 1 November 2025 with a residence visa and a local job, and has stayed in the UAE throughout. His UK pension provider asks for evidence of UAE residence in September 2026. Assumptions: no days outside the UAE, complete documents, no FTA queries.
- 1 September 2025 to 31 August 2026 includes 304 days of his UAE presence, comfortably over 183, so he applies for that period, uploads his Emirates ID, passport and entry and exit report, and selects the UK treaty.
- If the review takes the full 10 business days, he can download the certificate roughly two weeks after applying.
Had he applied in early December 2025, he would not yet have met any test. By late January 2026 he would have reached 90 days, so the 90-day test could have been available, given his residence permit and UAE job. Our guide to becoming tax resident in the UAE explains the residence tests in more detail.
Common mistakes
- Applying for a future period, or before any residence test is met.
- Choosing the wrong purpose, or the wrong treaty country.
- Missing the entry and exit report, which the FTA needs to count your days.
- Assuming a UAE residence visa on its own makes you tax resident.
